Why is fairness a measure of beauty in some cultures?

Back during the American civil war times, being dark skinned was probably not desired. Nor did other races wish to be African American during the Civil rights movement in the 50s and 60s. To be honest, I thought most girls were obsessed with being orange and faked tanned rather than with being fair colored.
